Yorkshire's Tim Bresnan has been included in England's one-day international and Twenty20 squads to play Pakistan but there is no place for Ian Bell.
However, Bresnan will have to prove his fitness for his place to be confirmed. He was unable to play in the Test series against Pakistan because of post-operative elbow pain although he returned to Dubai recently.
Uncapped duo Jos Buttler and Danny Briggs are also included in the 16-man one-day international squad but Bell, who has been capped 108 times, is not. James Anderson returns, after being rested for the 5-0 defeat in India four months ago.
The ODI team play the England Lions on Friday in Abu Dhabi, in preparation for the four-match series against Pakistan.
Meanwhile, Stuart Broad will captain the 15-man Twenty20 squad, which includes opener Alex Hales, for a three-match series against Pakistan.
England are2.20 to win the first ODI against Pakistan who are1.66 to emerge victorious.
National selector Geoff Miller said of the selection process: "We have selected two squads that include both experienced international players and younger players who have performed strongly for England Lions in recent months and deserve an opportunity to further test themselves against quality opposition.
"Playing against Pakistan in the UAE will be challenging, but it's important that these players continue to develop their skills so that we're able to make strides in limited-overs cricket, particularly on the sub-continent."
