Cardiff chief executive Simon Lim says manager Malky Mackay won't have a penny to spend in Januaryand has criticised the Scot for his recent comments on potential new recruits.
The Bluebirds were the seventh biggest spenders in the Premier League during the summer following their promotion from the Championship, breaking their transfer record three times to sign Steven Caulker, Andreas Cornelius and Gary Medel.
With the new additions on board Cardiff have made a solid start to life back in the top flight, moving four points clear of the relegation zone with a 1-0 win over West Brom last weekend.
After the victory Mackay revealed that he had set his sights on signing three new players in January and was planning to speak to owner Vincent Tan about being given the funds.
However, the Scot's plans for the next transfer window have been left in tatters after Lim revealed there would be no money to spend in the new year due to Mackay going over budget during the summer.
The former Watford manager's comments have also angered Tan and the pair's relationship appears to have taken another downturn after the falling out over the sacking of former head of recruitment Iain Moody earlier in the year.
"Tan Sri Vincent Tan was extremely upset to read quotes from the manager concerning the possibility of new recruits, before he had been informed whether funds would be made available," Lim said.
"He believes that doing so unfairly raises supporter expectations, placing unnecessary pressure on the club.
"His view is that due to the funds already committed, including the originally authorised summer transfer budget of 35m that rose to 50m in total, including add-ons, the manager has been fully supported.
"The overspending of 15m has upset Tan Sri greatly, resulting in the removal on Iain Moody as head of recruitment. As such, he has stated that not a single penny will be made available in January.
"Having been the highest-spending promoted club and the seventh-highest spender in the Premier League last summer, the owner believes that the manager has been given the best possible chance of retaining our Premier League status."
The Bluebirds face a tricy fixture this weekend against in-form Liverpool, with the Reds1/5for the win, while their Welsh opponents are priced at12/1to come away from Anfield with the victory.
